Design example

I have a situation below.

Customer<--Site<---Meter ---->Date

A customer has many sites. Each site is linked to a meter during a period of time. The meter can change to another site.  On any date, a meter belongs to a site only.

factMeterReading is related to Meter.

Meter<--factMeterReading-->Date

I want to be able to browse at Customer, site and meter level.

What is the best option for dimensions selection? Should I create 3 dims: customer, site and meter?
